The government. They own nearly the entire USA. You can lease BLM ground but the public can access it. The area where my ranch is has tens of thousands of acres of BLM ground.
It's very rugged, Mama... there are areas we haven't explored as yet. Access is difficult to say the least. Our 'deeded' acreage is actually somewhat 'clear'... good land for cattle, and it's 'natural'... but most the land in that area is covered in brush, nearly inaccessible.
