Is there a line between grave robbing and Archaeology?

I was watching a documentary of some guys digging up remains of German soldiers from WW1 and they were bringing up artifacts and personal equipment of a soldier. Stuff like that and even high profile stuff like King Tut......I have often wondered the difference between that and anyone going to a local Cemetery to see what they can dig up. If it's a bout identification?? Grab a piece of bone or whatever is needed for DNA but LEAVE the rest until a positive I.D. is made. And THEN......IF family wants it all dug up and moved to another location, go for it. But I have found that most of it is simple curiosity. I never thought that was right.
