By rule, helmet communication stops at the 15 second mark, so the last 15 seconds is all on the QB.

It's been stated many times during game broadcasts that the official looks at the play clock, when it reaches zero, turns around and looks to see if the ball is snapped, if not, the flag comes out so there is a extra second or so for the offence to take advantage of.
