I wonder if that's because he's trying to emulate Kupp's technique, whom Tutu has been working closely with. I recall reading about Kupp discussing how when he runs his patterns, he does not go full speed until a certain point in the route, though he tries to convey the impression to the DB that he IS running full speed. Can't recall where I read this, but I wonder if Tutu is trying to emulate that technique.
