I think Jerry is right that the Cowboys have such a fan base that a second team in Dallas would have a hard time catching on. I feel that might be true of putting a second team in Chicago as well.
Off the top of my head I'd say San Antonio & Memphis are the top targets, then probably San Diego. After the lawsuit St. Louis will never see another team for a long long time, if ever.
They're already having that issue in LA with the smaller but growing fast Rams fan base...it is the destination location for just about every visiting teams fan base. It is way worse than the Niner game EVERY game.
