they can't do it all at once.....they drafted to build team for now, but mostly future
They need money to sign free agents and now they don't have it and there are limited players on the market (which is essentially nothing). We will have a better idea when they free up cash with restructures and as players come available during camp, the preseason and probably before the trade deadline
It is hard to judge anything on the new players as they haven't even practiced together
