Cleveland had the overall best talent (offense) (defense) (special teams) and coaching after he did plenty hours of homework.
Money was probably the biggest attraction to Watson, but the Browns on paper had the most talent combined with money, so he selected them.
Your WR question is premature. The Browns have time to upgrade their WR position prior to training camp.
