I have no argument that the call on the play in question was ticky tack at best and probably should not have been called.
HOWEVER...
The play before that Henderson was totally mugged while trying to run his route and no flags were thrown.
This is what I thought and saw as well. Relooking at a better All 22 view of the Henderson mugging.. I believe that Wilson penalty on Kupp was a make-up call for the hold on Henderson on the previous play.
Can see multiple Rams players raise their hands asking for a penalty on that play. I think the back judge? held his flag on that play, but then called it tight on the next play.
