The announcers did mention it on the air. Collingsworth said he thought it might be a helmet-to-helmet before the refs announced there were 2 fouls on the play, 1 by each team. A Holding foul by the Rams... and a Personal Foul on #24 of the Bengals. You can see the play in question on this Youtube video. It starts at 2:45 - 3.56. I have to say it did not look like a helmet-to-helmet to me.
