THIS. It was a clear penalty on 2nd down that the refs either missed or just didn't call. The Kevin Seifert piece on ESPN specifically mentions this non-call as a blown one. The penalty on Wilson was called from behind, where the back judge could clearly see Wilson used the jersey grab to pull himself into position to bat the ball down--an angle not really shown on TV. Another interesting tidbit that Bill Barnwell threw out is that while the Bengals played great defense in shutting down the Rams running game, they were also doing a lot of defensive holding to get it done including a couple of really egregious examples.
