In college Weddle might have been called for targeting.

It's possible, but I don't think Weddle was targeting with his helmet as much as it was just a height disparity. He went in with his shoulder for the most part, it just so happened to put the top of his helmet near Evans' chin because of the way he was turned. Weddle wasn't shooting in like a missile with the crown of his helmet IMO.
