Just spit-balling here:

Make it a 20yd (arbitrary) penalty and a loss of a TO OR... 20yds and loss of a challenge? That would DE-incentivize it somewhat.

Not going to ramble off any more possibilities because we can each do that for ourselves... just saying the way it is now is not good and there MUST be better way to handle it.
