I don't see the baiting with McVay. I don't think he holds out plays or formations for tougher games. I think it's more that we are so early in the season he can't do everything in two games.
To me he is very reactionary, if he sees a front or coverage that he thinks he can expose he will go for the audible or change the play. Also he goes for matchups that he likes and that may dictate personnel.
If you listen to his conferences mcvay always mentions flow of the game as why he makes certain play and personnel decisions. It seems in-game is way more important than scouting reports to McVay. If he sees something his mind is constantly thinking of how to counteract what he is seeing.
I don't think he goes in with a preconceived plan for each game that he is going to unleash djax or kupp, or let Henderson take over. He takes what is giving to him and doesn't rely on trick plays or gimmick offenses.
