I do not get why the ball was on the 9 after the two personal fouls

If the rams penalty was first that should have been marked off first (based on what the announcers said) and put the ball at the 2. Then a 15 yard penalty on the Indi would be at the 17. It seems like they marked off Indi's penalty first to the 19 and then did the one on the rams (put it at the 9.5). Still it seems like the rams got the short end of the stick on the penalties (assuming the announcers were correct).
