Yes the arm moving forward-but an empty hand moving forward is not a pass. The ball was out before the forward motion of the arm. But is was close so on tv it took several looks to notice the hand did no have control of the ball at the time the arm began moving forward. Hopefully we're talking about the same play. I believe the question is whether the ball is moving forward while still under control of the qb-no matter how minimal that control is. But I'm certainly no ref. So anyone here that understand the rule can explain it better-I'm sure.
