1. Short version is yes. I believe they wear it in the shoulder pad. The formula for calculating speed equals distance covered divided by the time traveled represented as x = d/t. By using two GPS points (locations) you can calculate the distance covered.
2. Again yes. However it's not ALL players because not all colleges collect this data. There may hoever be specific geospatial tools that can be used in lieu of the gps data tho. The point being they are using real game data. During the draft I posted what a report may look like. I'll see if I can find it.
