A serious answer to your question, no, they can't. They can give him an incentive-laden deal but if they make the incentives to easy like the targets you suggest, they will be considered 'Likely to be earned incentives' and therefore will count on this year's cap. If the incentives are 'Not Likely to be earned', then they wouldn't count on this year's cap and would come off next year's cap if he hit them.
