Look. There is absolutely no way to predict such a thing. There is no pattern, no logic, that doesn't support the equal possibility all 3 options. And that doesn't even count that they have no assurance of what players will be there to pick..... or not pick. Plus we don't even know what players, or what priorities, they have in their draft strategy.
In other words, we have about as close to zero information as possible on this thing.
Snead isn't going to go into the draft mentally boxing himself in. He'll have run multiple scenarios, and try to be as best prepared as possible to react when 57 rolls around.
That's when we'll know and not until.
