If the Agent for Player A lies and tells a team that another team has offered such and such and it was't true? How does that Agent ever have a client for the team he lied to? And the word gets around fast. No trust no deal.
There's no need to lie. A FA has every right to explore the market. What the Rams do is say that they'd like to have the player back, and they have a number in mind, but it probably works to everyone's advantage for that player and agent to find out what the market is. And once they do, the Agent and team get back together and see if there is a common number... if that's even what the player wants. Of course, the Rams have to prefer to get that player back, and the player to prefer to come back. All above board. And as with Blythe, the market may not be as good as the player hoped for, and the Rams are probably aware of. For Fox, it was better than hoped for..... so goodbye. No hard feelings.
