Really, only the back up QB can be developed in the truest sense UNLESS that back up is an older vet and he's only there to try and keep things going if the starter gets hurt. In the Rams case they have been developing Wolford.
The 3rd stringer gets even less reps. And I'm not sure anyone carries a 4th except on the Practice Squad and I'm not sure where in the world a team finds any reps to develop that guy.
So if the Rams were to spend a mid round draft pick on a QB, I could only see that happening if Goff were gone.
