Question for the officials herein

Those watching the KC/Clev. game are familiar with the play near the end of the 1st half where the Browns' receiver lost the ball inches before the goal line. Since the ball went forward into the end zone it was a safety. Ok-but what if the head to head contact would have been called a penalty.? If the ball was loose before the head to head what would have been the result had the penalty been called ?
