That's what I'd say. He's had some moments/games where he's really showed up and others when not. Has he lived up to being the 44th pick in 2017? Probably not. Has he been a bust? Hardly. Averaged 37 catches the past 3 seasons. TE2 is definitely a spot they can look to upgrade, though.
