I believe the plays are being called, but I don't believe that: 1) Goff is seeing the field clearly; and/or, 2) he doesn't anticipate separation at the top of the route very well.

In both situations, I've observed him to bail on the play in favor of checking down.

But if the WR doesn't win immediately, Goff is moving on.
