My guess is that they are coached to make sure they aren't stripped of the ball, even if it's at the expense of speed. The other possibility is track speed vs football speed.
That makes a lot of sense to me. Something about the way both of them run looks deliberate and measured instead of intuitive and explosive. As you suggested it's like they are overly wary of what's around them instead of trying to high-tail it to the end zone.
The optics of what they do appear very conservative.
