Kupp is back there, surely, because he's supposed to have among the best hands on the team and is supposed to exercise great judgment. It's not because he's expected to break huge returns.
He just made a soup-to-nuts horrible play at a terrible time. We can argue about whether he's too valuable to risk returning punts, but when he shows weakness in precisely the areas he's supposed to be strong on, that's all on him.
