It's coming from mixed sources and leaps to a lot of conclusions.
Goff did not rank as highly in 2017 through the first half of 2018 making throws under pressure but then that did not happen as much.
In the 2nd half of 2018 the OL was much more inconsistent and throws under pressure happened more often.
In 2019 throws under pressure were much more common and YET there is all sorts of evidence that when he was in this situation more frequently, Goff actually held up better under pressure. In fact for 2019 PFF ranks him 14th under pressure, which while not great is just not as bad as some claim. That's here:

So NO it is NOT this "given" that he is always bad under pressure--there are different statistical takes on that. Don't ACT LIKE it is this absolute statistical given because it is NOT.
HERE IS THE THING THAT IS ABSOLUTELY
NOT "TRUE" NO MATTER HOW MANY TIMES PEOPLE SAY IT IS: some say all the evidence is that Goff is always poor under pressure and
NO that is NOT a "truth" that is one argument in a debate.
I've actually seen the advocates of that argument attack others for their motives, objectivity, and integrity...something you only do to "heretics" if you believe your view is orthodox "truth." THAT routine has to STOP, and stop NOW. This is a DISCUSSION, not truth-givers admonishing the heretics.
Here's the argument I don't agree with. That Goff is always bad under pressure and all that happened in 2019 is that that got exposed more.
Actually I think he did better under pressure in 2019 than he did in 2017 and the first half of 2018, it's just that in 2019 it happened more frequently because of OL issues.
Now these points are also important to consider in a genuine open-ended discussion of Goff under pressure:
1. Throughout 2019, with an out of sync line featuring both OTs playing poorly (first 9 games) and then an injured OL with 3 inexperienced injury replacements (last 7 games), Goff demonstrated resilience, toughness, and a no-flinch attitude -- eyes always downfield, always getting up and coming back for more. That's under pressure behavior too.
2. In 2019 they only won games because of Goff. They had no running game, the OL was iffy, and the defense was badly inconsistent. They won 9 games--a disappointment, but still a winning season--with Goff tied for first in the league in attempts.
3. They were first in the league in attempts with a problematical OL and no running game and YET allowed the fewest sacks. You only have that particular combination--high attempts, heavy pressure, low sacks--because of the qb. That means that Goff was throwing the ball to avoid sacks even if the timing was not there or if he was not properly set. So the actual combination of elements is this--high attempts, high pressure, low sacks, lower completion percentage.
Yet in the middle of that according to 2 analysis sites he was ranked 13th or 14th under pressure.
4. Most qbs regress when the OL becomes a consistent problem. That happened in 2019 to Ryan and Rivers too. I already referenced this (and posted it before in another thread) but here's their numbers. All 3 qbs looked at here fell off from 2018, as measured by qb rating and team record (the record is not all on the qb but it indicates a struggling team). In each case the major factor was the OL.

5. But the regression does NOT mean your qb is always "bad under pressure" because in 2019 you have to factor the OL in. As I said there were signs in 2019 that Goff was actually better under pressure than he was in 2017 and 2018.
