Georgia moved because the team was her only source of income and the St. Louis offer was too good to pass up and made her millions, as to Kroenke, he recognized that Los Angeles was never going to have a public funded stadium and understood the benefits. Yes, it cost Kroenke billions, but he didn't pay that much for the Rams and if things ever get back to normal, that venue will keep him and his family in the black for years besides cementing his legacy as the man who brought football back to Los Angeles, two fold.
