Mike Jones, George Andrews, etc. were never pass rush guys either and they were productive assets. Who knows, maybe Staley can help him develop those counter pass rush moves he's never seemed to have. Ebukam has always been a high motor guy.
Jones was a SAM in a 4-3, Andrews was a WILL in the 4-3 until 1983---then he was right side LBer, who blitzed in that deal---6 sacks in 11 games in 1984, 3 sacks in 16 games teh year before
Ebu--is different from them, he was supposed to be a good rusher---and he's just okay
It;s understood that Andrews and Jones had different roles in different systems. Mostly. The variation is that Andrews was an OLB in Shurmur's 3/4 in 83 and 84. He had 9 sacks in that system. That's better in 2 years than Ebukam was in 3, and no one thinks of Andrews as a pass rusher (rightly so). Jones was in a 4/3 with the Rams obviously but they did blitz him now and then (8 sacks in 4 years).
It's not a big dispute but I don't even think Ebukam is just okay as a pass rusher. I think he's below average. With luck he will surprise us in 2020 but I am not betting the farm on it.
