Any rule of this sort can work because it is the same burden for all teams. However you can bet that the Pats will bend the rules, outright cheat, if they can find a way. That is their make-up, their history, and their mindset. You can bet that they'll have some players sign NDAs, and then they'll disappear to Uganda along with some staff that's not on the books.
