But I think that's the whole idea of putting everyone in the "bubble."

My assumption is that the players/coaches/hotel staff,
et al would be routinely tested prior to entering the quarantined hotels. Anyone testing positive would not be admitted until they test negative. Yes, I know that's not foolproof, but it'd be the absolute best anyone could do, right?

Thereafter, I assume that routine testing would continue. If no one tests positive within the believed 14-day incubation period, then you'd have to assume that the environment was/is clean (provided no one else enters hasn't gone through the same protocol).

If the virus slips in...it slips in (and you start the whole process over).

But I think it's a better idea than to have a bunch of 20-something year old guys running around a non-lockdowned town. I've NO DOUBT that one or more players will become infected and transmit it in that situation.

Just trying to find a way to "yes." May not be possible.
