Especially for a team like the Rams that have invested no heavily in a handful of players, it's crucial to have low-cost contributors. And truth is that the best potential deals are the rookie contracts, where you can get a major contributor like Cooper Kupp before he's cashed in on a second contract. Rookies who can contribute right away are gold. Someone like Cory Littleton is an awesome find, but when it take 2-3 years to develop them, teams have only a year or two when they're making real contributions before they have to shell out 2nd contract money or let them walk.
That's why the "senior bowl" approach is so sound. Not everyone needs to be a high-ceiling guy like Lewis. You need guys like Jefferson who might not have the highest ceilings, but will come in older, already-developed, and probably ready to contribute in their first years.
I like it a lot.
