Scouts are usually so busy with just the draft eligible players it may be tough to get the non-eligibles as well.
Most teams use a clearing house type company to help gather info on all worthwhile prospects and they may actually have that info. Scouting for the 2021 draft would typically start tomorrow. But this is a weird year.
I'm sure teams are aware of some prospects for next year and have some sort of feel for the following draft class, but due to injuries, underclassmen that may or may not declare, kids not living up to potential and at this point knowing anything about red flags, I think they draft like they don't know anything about who will be there next year.
