Pretty likely but then those were also money decisions so no I would not say it all got down to Staley's preferences. I mean whether he liked Fowler or not they weren't paying him 16 M. They couldn't. And I think they got Robinson and Floyd combined for just over 16 M. Under those conditions I doubt he was in a position to press the case for Fowler (that is IF he did feel that way).
That's the way I see it as well zn. The Rams put themselves into a bad cap situation and I think the driving force of those choices was the cap. They just couldn't afford those guys.
