Yes, it was a joke but they had to appease Payton and the Aint's fans. The NFL never had any intentions of keeping this rule change, hence, all the non reversals during the season. I would rather they get rid of that dumb POS Payton too!

They should have called the new rule " I was too dumb to run the ball so I called a pass play and it backfired" rule in his honor.
