I say this with absolutely zero construction knowledge or experience... but I would guess that with the core structure in place the rest comes together fairly quickly. There is probably very little of the surrounding 'campus' (NFL Network studios, etc.) that will be in place until 2021 but the stadium and parking should be. It's good that they are using a major concert in July as a trial run.
And as far as overtime and working around the clock, yeah, probably. Reminds me of when the 1994 LA earthquake happened and part of the 10 freeway collapsed (right near where I was working at the time). The guy that owned the contract for that had a huge bonus ($200k) for every day they came in ahead of schedule and he employed crews literally around the clock and came in weeks ahead of time netting some serious extra money.
