Offensive line is definitely a problem, but he's missing open receivers when he has time. It's not completely the OL, and it's not entirely Goff, but if you want to pretend he isn't regressing, then you aren't watching.
The problem with an OL that is off is it throws the qb off kilter. It really doesn't work like you describe--where on a given play there's protection that time. It doesn't work like that. (Look at Mahomes in the Chiefs game last year throwing errant balls at the end of the game because the rush had gotten to him).
Typical qb reaction--the timing is off, his confidence in the OL is off, he's pressing, and on top of it the playcalling has to account for line issues.
When the Rams D--whether with Quinn in his best years or with Donald---got to good qbs, it threw their game off whether or not the rush got there every time. If that happens across several games because the OL is out of whack, it's a mess.
