They're not going to give 1 game to a city that's suing them. I think they're interested in more cities in Europe / Uk, Asia, Mexico places they can guarantee a big turnout and lots of march sales. That is not going to be St. Louis at this point.
I don't even know what they mean by a non-market city. Every city with a big enough stadium is in the home market for a team. So a game in St. Louis - would it include the chiefs? Does that become a home game for them? A game in Portland - isn't that Seahawks country?
