IMO, you give the 2019 Goff the 2018 running game and the 2018 more solid OL, and, there are no "off games" for him in 2019.

People interpret data differently. This chart is simply data presented graphically.

What is the reason for the downward trend line?

Thats up for debate. So its not all on Goff, and quite possibly very little of it is if you can make a valid argument on what the salient factors are.

There are so many variable that go into a QBs performance that are beyond his jurisdiction. If you read that Ringer article I just posted, they make a great argument on why Goff's fumbles have very little or nothing to do with his hand size. The problem is more about the poor OL play, pocket awareness, and holding the ball a bit too long (although he has improved on that).

As you know the OL is a big deal here. So certainly, the downward trend is not all on Goff, I never said it was. The question is how do you explain it, just don't dismiss it.
