They didn't give Higbee that new contract simply to be an additional Olineman.
Higbee (and Everett) will be getting the receiving touches that Gurley won't be.
They also didn;t sign him to a 2019 market value contract for a prominent receiving TE. His deal was pretty well below that.
Though following LMU's analysis---Gurley has averaged 5.8 targets/game since 2017 and it's likely to be more like 3/game this year---that would qualify for 1.4 targets per game if evenly split between Higbee and Everett. And yeah I can believe he could have 20 more targets in 2019 than he did in 2018 (when it was 34). That would make it 54 targets per year.
That's of course excluding the possibility of more targets going to Brown and Henderson. Plus a bit more to WRs if they continue to use 4 WR sets.
