I'm not going to try to rank all those but in my opinion their top 5 moves:

1. Signing Weddle (upgrades the position and provides some additional, invaluable veteran leadership)
2. Signing Bortles (massive backup QB upgrade)
3. Re-signing Fowler (probably the only edge guy they have with 8+ sacks potential, gives them greater ROI for the 3rd and 5th round picks, allows them time to consider his long-term future)
4. Retaining Malcolm Brown for two years (great RB insurance- along with Henderson)
5. Drafting Rapp at #61 (a top 40 overall player)
