That was the then GM, Steve Ortmayer (95-96). Ortmayer was a friend of Shaw's. But Shaw (according to him) argued against drafting Phillips. Next up was Vermeil who replaced the personnel people with Armey. Armey though never could do much without Vermeil. I think 97-99 drafting was all Vermeil and his coaches. After that, as we know, it wasn't as good.
