I think they let the market determine it

My guess is they like and are comfortable with both. Who knows what CJ was really demanding- let's just say it was $3M. So maybe they just said to sit tight, tendered Brown and decided to see what his market was going to be.

Brown's deal just turned out to be the much better value. And now if CJ signs a decent deal elsewhere, who knows, maybe they get a 7th round comp pick as well.
