well the most likely reason is money. as im sure you know saffold and fowler are two most prominent ram free agents. can you sign both AND thomas? i doubt it. so you have to make choices and some of those choices are influenced by both the salary structure in place for a specific position and the availability of other "replacement" players via the draft and fa.
