They are on a strong trajectory. The Rams had the advantage of a 49-year brand in LA. And while, yes, they also had a 21-season absence there was still a good amount of "brand equity" there. Their base to start with were 40+ year olds like most of us. The 2016 season did them no favors... But success since and playing an exciting brand of football helps a lot. They are doing a good job of embracing and highlighting their past (throwback uniforms, the Coliseum, bringing back HOF players) with being a modern franchise. Games like the Minnesota Thursday Night game, Chiefs on MNF, Cowboys divisional game and beating New Orleans in the NFC championship absolutely are planting seeds with younger fans and getting many indifferent locals to gain interest.

As others have said, when the Cowboys, Packers, etc. are in town their fans will flock to see them- and they're mostly locals, not flying across the country. But those are the exceptions. Home crowds were good in 2018 and will be even more so in 2019 and beyond.

In the late 2000s the way the Rams marketed themselves, their website, etc. was really embarrassing. They're correcting those errors and investing in both the product and the brand. They're doing very well.
