You don't want to slow down the game and put everything under review, with the last two minutes, at the very minimum you eliminate something egregious that changes the outcome of a game. You could make it the last two minutes of the half and game too, but in no way should you want to slow the game down.
Mike Ferrara suggested having an 8th official up in the box with somebody to assist with technology and if a call is missed to buzz down and inform them to call the penalty. My problem is now when you see no flag, you have to wait to ensure nobody is buzzing down. I agree that calls missed in the first quarter are important too, but if you give them the last two minutes, it satisfies the masses and you don't take away from the flow of the game and it could evolve or not from there.
