Look, if it was as easy as the walkie talkies I bought my kids the other day, every team would jam every other team and nothing would work. "Mysteriously," of course. So it just isn't that simple.

Consider this: your WiFi internet travels on one of two bands: 2.4GHz or 5GHz. And within those bands, it travels on specific "channels." I don't know exactly how the NFL comms work, but they might be similar. BUT, if you have some knowledge about what specs those comms are going over, you can easily mess with them, even with a specific helmet. This is especially especially true if they use digital network communication instead of simple radio waves, but even individual radio comms can be interfered if you have some idea of what they look like. If/when a team trades out the hardware it might use a slightly different configuration, again, depending on how the tech works. That would render the original jamming irrelelevant.

The fact that the Saints' attempts to mess with all this wasn't foolproof or perfect isn't a conclusive argument they didn't do it. All they need is an edge, a series of plays that goes their way. That *could* make all the difference.
