I remember the refs talking it over before they made the call.
It was the right call. Talib saw Dak run out of the pocket so he pushed Cooper out of bounds, which he's allowed to do at that point. But Dak was under heavy pressure and had heaved up a Hail Mary in Cooper's direction while Talib was pushing Cooper out of bounds. It was definitely PI.
