The article makes a good case for Goff being intentionally dry but I can't shake the impression I get of him being more like the character played by Peter Seller's in the movie "Being There"... to wit: a man who actually IS a bit slow, sheltered, not socially adept, but whose demeanor is misinterpreted by other's as being wise and quietly insightful.
Or perhaps like Gus Grissom in the movie "The Right Stuff"... if you saw it - and in the scene where the other astronauts offer, "What Gus is saying here is......".
