But that also can be attached to the play of the o-line. Goff needs a bit more time to step up and go deep.

It's been pretty well established that the successful defenses are taking away the deep patterns, which is the only patterns Cooks & Reynolds seem to be able to run.
What seems to be lacking, with Kupp out, our TE's lacking and McVay/Goff seemingly unable to find a way, is the ability to connect in the short zones.
If we can't punish defenses for keeping 2-deep safeties, we'll never be able to use Cook to do what he does best.
