I think it's when the official blows the whistle.

i think that once he establishes possession and keeps the ball out of the end zone, then the official (as his judgment) blows the whistle and that's it.
The player can not advance the ball. Where he first touches it is where it is spotted provided he keeps it out of the end zone by the time of the whistle.
There' s probably some additional nuances but I'm not sure what they might be.
